*Summary*
To direct and coordinate activities of all testing personnel engaged in performing clinical laboratory testing in the following disciplines: Clinical chemistry, endocrinology, microbiology, immunohematology, immunology, serology, hematology, hemostasis, and urinalysis (including point of care testing by nursing personnel and blood gases by respiratory staff).
* Essential Functions* * Supervises and trains staff in the performance of laboratory functions – both administrative and technical operating procedures.
Evaluates staff proficiency and performance * Establishes and implements written operating procedures and protocols that are in compliance with OSHA standards for HIV, AIDS, Hepatitis B and Bloodborne Pathogen Exposure.
* Establishes and maintains a routine documented schedule of quality control and quality assurance, including satisfying the external quality control procedures established for proficiency testing.
* Develops and directs the statistical and record keeping functions of the laboratory.
* Performs laboratory testing – hematology, immunohematology, microbiology, urinalysis, immunology, chemistry, hemostasis, endocrinology and serology.
Obtains and processes specimens; performs tests; interprets and reports results.
* Reviews test results, follows-up on abnormal and critical values.
* Evaluates and establishes costs/price for individual in-house tests, and independently negotiates price for off campus testing.
* Stays abreast of new tests, new procedures, and new technology in the clinical laboratory field.
Initiates discussion with medical and administrative personnel regarding implementation of new methodology, tests, and procedures as appropriate.
* Managing laboratory inventory, establishing preventative maintenance schedule for equipment; overseeing computerized records system.
* Schedules and assigns laboratory staff to duties and oversees performance of tests in all laboratory testing disciplines that fall under the laboratory CLIA certificate.
* Purchases or directs purchase of laboratory equipment and supplies including capital expenditures.
* Periodically reviews tests results to ensure quality control.
* Coordinates and conducts education and training programs for laboratory personnel and other hospital employees as appropriate.
* Manages the Quality Assurance programs for preanalytic, analytic, and postanalytic phases of laboratory testing.
* Recommends/implements changes in laboratory policies and procedures.
* Evaluate employee performance.
Make recommendations for salary increases and disciplinary action to Human Resources and Administrators.
* Attend appropriate meetings such as Department Managers, Infection Prevention and others that may be assigned.
* Ensure the laboratory is following all applicable laws, regulations and standards of practice including, but not limited to, Title 22, Title 17, Laboratory Field Services, CLIA, COLA, and OSHA.
* Preparation of reports and statistical information in a timely manner.
* Be available to be on-call.
* Follow all general and department safety, security, and health policies and procedures.
Utilize all safe work practices for the department.
* Perform other duties as assigned by the Pathologist/Laboratory Director and/or Administrator.

** *Qualifications* * California licensure as a Clinical Laboratory Scientist (CLS).
* At least six (6) years of Clinical Laboratory Scientist experience with an acute care hospital laboratory in all phases of laboratory testing (as currently practiced at SHD).
* Supervisory experience preferred.
* A Bachelor of Science Degree (or higher) level of education in biology, microbiology, chemistry, or a related field.
Specific Vocational Preparation: * Post-graduate internship in an accredited clinical laboratory working as a Clinical Laboratory Scientist.
