This position has primary responsibility for all financial activities of the District, which include providing complete and accurate financial information, monitoring accounting systems and controls to safeguard the District’s assets, and improving the accounting and reporting functions by staying current with accounting pronouncements and technology changes.
Typical Duties Include:
Ø Fulfill the statutory duties of the position of Accountant as defined and set forth in the California Municipal Utility District Act (CPUC §11940);
Ø Develop District budget with departmental input and administer departmental expenses under the guidelines of District policy, General Manager’s approval and the approved annual budget;
Ø Develop financial forecasts and monitor the overall financial condition of the District.
Manage working capital resources, including cash investments, to maximize earnings potential;
Ø Interpret and apply District resolutions, policies, rules and other laws, regulations, standards and objectives as they apply to the Accounting department;
Ø Identify system weaknesses and design work paper support for various aspects of the accounting and reporting function;
Ø Prepare State of California Controller’s Office and other regulatory office reports;
Ø Prepare various other compliance and informational reports as required.
Education/Experience Requirements:
Ø Bachelor’s degree from an accredited four-year college or university in Business Administration with a focus in accounting.
Certified Public Accountant desirable, but not required.
Minimum of ten years of progressively responsible experience in accounting, OR minimum of five (5) years of progressively responsible experience and CPA;
Ø Extensive experience with accounting, spreadsheet and word processing software, interactive websites and other software tools as required;
Ø Basic organization and function of public agencies, including the role of an elected Board of Directors;
Ø Comprehensive understanding of budgetary principles and practices;
