Position Title Human Resources Director Position Type Managers/Confidential First Review Date 03/29/2024 Organizational Unit Human Resources Months of Employment 12 Job Category managers/ confidential Summary Plans, organizes, coordinates, manages, and administers a human resources management program for academic and classified employees.
Supervises and performs job classification and compensation, recruitment and selection, employee orientation, employee counseling, benefits and records administration, labor contract negotiations and administration, staff development, unlawful discrimination and/or sexual harassment investigations, and employee status transactions.
Coordinates assigned activities with other divisions, administration, employee associations, and outside agencies.
Provides highly responsible and complex staff assistance to the Superintendent/President.
Education and Experience Equivalent to a Bachelors degree from an accredited college or university with major course work in human resources management, behavioral science, business administration, or a closely related field.
Requires a minimum of 3 years of experience in human resources.
Essential Duties and Responsibilities • Directs and coordinates the organization, staffing and operational activities for human resources including recruitment, classification, salary administration, orientation and training, and labor/employee relations.
(E) • Coordinates and provides over-site for the creation of and issuance of all contracts for full as well as part-time employees.
(E) • Coordinates and maintains the state Minimum Qualifications database of all Faculty and Educational Administrators.
(E) • Plans and organizes recruitment activities and provides input to administration on the selection, training, motivation, and evaluation of academic, supervisory management, professional, technical, trades, and clerical personnel.
(E) • Determines strategies for recruitment and employment of employees.
Supervises and conducts initial screening of applicants and job interviews.
Confers with the appropriate management in placement of applicants.
(E) • Organizes and coordinates staff development programs; serves as the District Compliance Officer and conducts or coordinates investigations into alleged unlawful discrimination including sexual harassment complaints.
• Provides periodic reports to the Board on matters related to human resources.
Directs and guides the work of staff who prepare specific elements of the reports.
(E) • Coordinates and/or participates in various Human Resources activities such the development and implementation of goals, objectives, policies, procedures and priorities for human resource programs including developing and maintaining of communications materials.
(E) • Consults with administrators, managers, and classified employees to resolve sensitive and significant personnel issues such as grievances, communications difficulties, etc.
(E) • Participates in the development and administration the human resources program budget.
Forecasts additional funds needed for staffing, equipment, materials and supplies.
(E) • Interprets and provides information on personnel policies, rules, regulations, and labor contracts to administrators and employees.
Prepares policies and procedures for review by administration and approval by the Board.
(E) • Answers substantive inquiries regarding openings and hiring procedures.
• Coordinates with payroll on matters affecting employee pay or benefits.
(E) • Participates in labor relations activities including preparation for disciplinary actions for employees, and serves as a member of the College negotiating team.
(E) • Ensures that employee records are up-to-date and comply with document retention requirements.
(E) • Provides leadership in establishing and implementing computerized human resources systems.
(E) • Performs other duties as assigned that support the overall objective of the position.
Desirable Qualifications Physical Demands Requires sufficient visual acuity to recognize letters and numbers, auditory ability to hear and respond to in-person and phone conversations, and physical ability to give presentations to large audiences.
Requires hand-eye-arm coordination to use a personal computer keyboard and to transcribe verbatim conversation.
Requires ambulatory ability to move to various work locations.
Min Salary $102,217.
14 Max Salary $151,363.
