Job Description
Under direction of the Vice President of Student Services, manages the daily operations of the DSPS (Disability Support Program for Students), and the WorkAbility III program; to provide academic accommodations, auxiliary aids and services; instructional support to students with disabilities; to provide career counseling and workshops for WorkAbility III students; to provide job development and placement for WorkAbility III students; to prepare and maintain the program budgets; and to perform related duties as assigned.
Required Qualifications Master’s degree from an accredited institution; One year of formal training, internship, or leadership experience reasonable related to the administrator’s administrative assignment AND, in addition, have two (2) years full-time experience or the equivalent in one or more of the following fields: instruction or counseling or both in a higher education program for students with disabilities; administration of a program for students with disabilities in an institution of higher education; teaching, counseling or administration in secondary education, working predominantly or exclusively in programs for students with disabilities; or administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the position were predominantly or exclusively related to persons with disabilities.
OR Master’s degree in rehabilitation counseling from an accredited institution.
OR Master’s degree in counseling, guidance counseling, student personnel, clinical or counseling psychology, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling.
OR Bachelor’s degree in marriage and family therapy or in marriage, family and child counseling and possession of a license as a Marriage and Family Therapist (MFT); AND either fifteen or more semester units in upper division or graduate level course work specifically related to people with disabilities, or completion of six semester units, or the equivalent of a graduate-level counseling practicum or counseling field work courses, in a post-secondary DSPS program or in a program dealing predominantly with people with disabilities, or two years of full-time experience, or the equivalent, in one or more of the following: Counseling for students with disabilities; or Counseling in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities, or the equivalent.
OR Master’s degree, or equivalent foreign degree, in the category of disability, special education, education, psychology, educational psychology, or rehabilitation counseling AND Fifteen (15) semester unites of upper division or graduate study in the area of disability, to include, but not be limited to: Learning disabilities, developmental disabilities, deaf and hearing impaired, physical disabilities, or adapted computer technology.
Demonstrated sensitivity to and understanding of the diverse academic, socio-economic, cultural, disability and ethnic backgrounds of community college students and staff.

Provides day-to-day coordination of the Disability Support Program for Students (DSPS) and the WorkAbility III programs.
Meets with DSPS students to verify disability, determines student program eligibility, creates individual student Academic Accommodation Plans (AAP), and coordinates/implements student services and accommodations related to individual disability.
Counsels, advises, and assists students with disabilities on a variety of school, personal, and program-related issues, decisions, and processes.
Serves as a liaison and contact with FRC staff and faculty regarding student needs, assistance, status and progress, accommodations, and other related program and/or student matters.
Serve as lead for program needs, capabilities, identification of accessible facilities, budget, and purchases.
Advocates with the College’s faculty and administration on behalf of students with disabilities.
Collaborates with both instructional and counseling faculty and staff and with special programs, such as CalWORKS, CARE, EOPS, TRiO and other support services, in order to maximize student success.
Coordinates and utilizes existing College resources and instructional programs to facilitate the education of students with disabilities.
Provides follow-up services to students with disabilities on academic probation and dismissal status.
Maintains current knowledge of assistive technology and alternative media.
Maintains ongoing coordination and development of the DSPS High Tech Lab.
Maintains mobility cart.
May assist students with education planning in coordination with other counseling and advising programs.
May assist students with academic support and makes referrals to other services and resources including but not limited to tutoring.
Manages campus testing center Reviews Emotional Support Animal requests and coordinates with residence hall staff to implement accommodations.
Coordinates and/or provides in-service training for the College community to promote awareness of the unique needs of students with disabilities.
Provides career-related advising and guidance for WAIII clients.
Administers and interprets career and vocational assessment instruments for WAIII clients.
Assists WAIII clients in preparation of master job applications, specific job applications, cover letters, and resumes.
Provides WAIII clients with training in interview skills/techniques.
Serves as liaison between FRC and the Department of Rehabilitation Facilitates WAIII quarterly meetings, program and site reviews.
Participates in outreach activities both on and off campus.
Provides in-service presentations related to DSPS and WAIII.
Supervises and evaluates DSPS and WAIII employees; coordinates employee work schedules and work assignments to ensure the needs of students with disabilities are met in a timely fashion.
Assesses the annual department or program staffing requirements and recommends changes to staffing as required.
Develops and manages DSPS and WAIII program budgets, including preparation of federal, state, and local reports ensuring compliance with local, state, and federal expenditure guidelines.
Prepares, develops, implements, and monitors all DSPS and WAIII planning documents with identified program objectives, student learning outcomes, and assessments.
Ensures that all student records remain confidential and are maintained in a secure manner.
Initiates, compiles, and maintains, all DSPS related records and data required by the Chancellor’s Office and other official regulatory agencies.
Initiates, compiles, and maintains, all WAIII related records and data required by the Department of Rehabilitation.
Leads and participates in the research, preparation, application for, and follow-up procedures required for grants and other external sources of funding.
Leads the DSPS Advisory Committee.
Ensures District compliance with local, state, and federal regulations regarding students with disabilities and their access to facilities and their participation in educational/instructional programs and activities.
Attends Chancellor’s Office mandatory trainings and regional meetings related to DSPS.
Attends Department of Rehabilitation mandatory trainings and regional meetings related to WAIII.
Assists students with disabilities in utilizing campus and community resources.
Participates in the accreditation process.
Participates in shared governance committees.
Performs other duties as assigned that support the overall objective of the position and FRC’s mission and philosophy.
